Center for International Strategic Studies Islamabad organized a round table discussion titled Review of 27th NSG Plenary: Outcome and Implications on July 06, 2017 in the Islamabad Club. The purpose of the event was to analyze the outcome of the recent official plenary of the Nuclear Suppliers Group (NSG), which happened in late June 2017, and also to take stalk of recent developments on nuclear front in South Asia.

Former Chairman Joint Chief of Staff Committee General (rtd) Ehsan ul Haq was the chief guest and the keynote speaker at the event.

In the first session Mr Khalil Hashmi who is Director General Disarmament in the Foreign Office gave the presentation and reviewed the outcome of the 27th NSG plenary. He was followed by Dr Tariq Rauf who gave his perspective on NSG membership issue the criteria that are currently being debated inside NSG. Brigadier Zahir Kazmi from the Strategic Plans Division explained the Pakistani perspective on NSG membership.

The second session was chaired by Mr Khalid Banuri and was organized with the cooperation of Dr Rizwana Abbasi and Dr Zafar Khan of National Defence University (NDU). Two eminent British scholars, Prof Christoph Bluth and Dr Andrew Futter, who are on a visit to Pakistan, spoke on the issue of cold war nuclear strategies and impact of advance conventional weapons on nuclear deterrence respectively. Dr Naeem Salik of CISS made his presentation on emerging trends in nuclear competition in South Asia.

The round table was well attended by a number of experts and analysts from the Government, Think Tanks and Universities. Each session was followed by a comprehensive question and answer where experts raised important points regarding the presentations by speakers.

Dr Anum Riaz

Dr. Anum Riaz is the Associate Director Research at the Center for International Strategic Studies, Islamabad. She holds a Ph.D. in Political Science from the Department of Political Science at Bahauddin Zakariya University, Multan. She also possesses M.Phil. and M.Sc. degrees from the Department of Defence and Strategic Studies at Quaid-i-Azam University, Islamabad. Additionally, she has taught BS and Master’s students at the Department of Political Science at Bahauddin Zakariya University, Multan. Her areas of interest include strategic studies, international relations, international nuclear politics, the nuclear non-proliferation regime, arms control and disarmament, as well as traditional and non-traditional security issues.

Dr Bilal Zubair

Director Research

Dr. Bilal Zubair has worked as an Assistant Professor at the National Defence University Islamabad and Lecturer at the National University of Science and Technology. He holds a Ph.D. and M. Phil. in International Relations from Quaid-e-Azam University, Islamabad. Dr. Zubair is author of the book Chinese Soft Power and Public Diplomacy in the United States (Palgrave Macmillan, 2024) and contributed to several journal articles and book chapters focusing on soft power, diplomacy, and China’s role in international relations.

His research has been published in various academic journals, and he has presented at international conferences Dr. Zubair has also been an active reviewer and editorial board member. His professional interests include great power politics, and the role of communication in global diplomacy.

Mr Mobeen Jafar Mir

Research Officer

Mobeen Jafar Mir is a Research Officer at the Center for International Strategic Studies (CISS), Islamabad. His research focuses on U.S. foreign policy, particularly in the areas of strategy, technology, and arms control. He is currently pursuing an M.Phil. in International Relations at the School of Politics and International Relations, Quaid-i-Azam University, Islamabad. He can be found on Twitter @jafar_mobeen.
